Marriage Support Centers are established by the Central Women’s Union of Vietnam or the Women Union of Vietnam at the provincial or city level.  After there is a decision on the establishment, the Center must register with the Department of Justice where the Center has its head office.  This means that the Department of Justice where the Center has its head office for operations is the competent authority to issue the operating license for the Center for marriage and family counseling and support which includes foreign elements in Vietnam.

The Women’s Union shall decide to establish a center when the following conditions are satisfied:

• When the center has operating regulations that ensure the principles approved by the Women’s Union;
• Having the necessary location, equipment and human resources to conduct the center’s activities;
• The person expected to head the center has no criminal record.
