When only one party is physically present before the registration organization, is the marriage registration considered as a violation of marriage rules?

According to Article 18.1 of the 2014 Law on Civil Status, the male and female partners shall submit the marriage registration declaration, made according to a set form, to the civil status registration agency and must both be present at the time of the marriage registration. 

Thus, marriage registration with only one party present is a violation of marriage rules.
